The command ‘Hands-On-Hips’ directs the Naked House Boy to put down any large objects he may be carrying, then turn and face the Master and place both hands on his hips. Small objects like pencils or DVDs may still be held, and the boy will wait for a follow-up command which may be given immediately or after a delay while the Master considers the circumstances or makes a quick visual inspection of the boy. 

In the example photo, the House Boy is seen leaving his bedroom with a guilty look on his face, and the Master gives the ‘Hips’ command to prevent his exit. Although no evidence of wrongdoing can be seen in the bedroom behind the boy, the Master quickly looks over the boy’s naked full-frontal and is surprised to only see one testicle under his penis. Since the loss of a testicle is a serious condition, the Master has no choice but to order an immediate Testicular Inspection (See below, Rule #106), regardless of who may be present and could observe. The Master will, of course, act appropriately shocked and verbally explain the necessity of such a personal examination if guests are present, or direct the boy to another room for inspection. 

When the House Boy is taken to another room for the inspection, it is out of consideration for vanilla guests, not because the boy has any right to privacy. Curious visitors who wish to follow and observe the inspection procedure are allowed to do so. For safety reasons, guest volunteers are not permitted to perform or assist with the Testicular Inspection, unless they have medical training. There is no such prohibition for assistance for Scrotum Inspections – since these are just skin Inspections –and the two inspections are sometimes administered together for convenience (See below, Rule 176). In this particular inspection, the boy’s ‘missing’ testicle was just 'riding high and tight’ hidden behind the head of his penis, and the Master considered – but decided against – conducting a functional assessment of the boy’s testicles and penis.

The 'Hands to Hips’ Command is most commonly given outdoors while the boy is dressed and traveling with the Master, as a demonstration command or to facilitate a wait while the Master is busy doing a task, like renting a car or making a purchase from a street vendor. At home, it is usually given prior to an inspection or during the boy’s assigned exercise time. When given during exercises, the boy is allowed to bend over and catch his breath.
