The House Boy is required to remain naked at home but is loaned clothing or covering when traveling to places where nudity is not legal or traditional. He is also provided a raincoat or rain suit for use in inclement weather (See below, Raincoats Rule #176). 

When the House Boy has to get dressed or undressed while wearing a raincoat, he is permitted to add or remove clothing in any order and he is not subject to punishment for violating rules that require clothing to be added or removed in a specific order. The boy is also not required to fold or place clothing where they are likely to get wet or blown away by wind or otherwise affected by inclement weather. The boy is still responsible for maintaining a clear view of his body while he is naked underneath a clear rain suit, and he is still subject to an inspection of any body part when good cause exists. 

Raincoats may be used at the same time as an umbrella when rules allow for either, and any House Boy who is providing escort for departing guests will not be required to walk beyond the property line while naked underneath a transparent raincoat. 

In the example photo, the House Boy is accompanying the Master on a camping trip when rain unexpectedly dampens their experience. Since the outdoor weekend is at a clothing-optional campground, the boy was not permitted by the Master to wear clothing underneath the rain suit. On this trip with temperatures dropping unexpectedly, the Master does give the boy permission to get dressed and the boy hurriedly struggles to get his bikini underwear up and over his rapidly shrinking scrotum. Fortunately for the boy, circumstances like these are extremely rare.
